Federal Law
There are no laws, nor have there ever been, prohibiting the private manufacture of firearms on the Federal level. The Federal Government does not require you to serialize firearms you manufacture, either. That being said, some states, such as California and New Jersey, have their own laws regarding firearm manufacture, so make sure to check the laws in your own state.

this is actually a Grey Area. There is (or was) a Batfe reg on the books that stated that an individual can ONLY make ONE non serialized firearm (ghost gun) per year for PERSONAL use. I dont recall the year, dates or names, however there is an incident on record where an individual was renting out the use of his personal CAD milling machine, including setup, so that the owner of the 80% only had to push the "start" button. Batf took him down, for Manufacturing without a license due to making more than one lower a year, AND not just for personal use. the judge and jury convicted on all charges as just pushing the start button doesnt make 80% ower the builder.
